Bangalore, July 26: As announced in the Budget 2025-26, the system of transfers and postings through counselling for Group-C posts of Inspectors, Sub lnspectors, Head Constables & Constables are introduced in Excise Department.
Government of Karnataka made Karnataka Civil Services (Excise Department Officers and Officials Transfer) Rules 2025 and the same was published on 14-05-2025.As per said rules, transfer guidelines were issued by the Government of Karnataka on 08-07-2025, wherein time line for transfer, process of counselling, preparation of priority list and transfer of HK Officials are adopted in the transfer guidelines.
A software module was developed for the purpose of transfer of employees through counselling. Service profiles of all 2453 employees of Excise department were captured in the module. In order to transfer Inspectors, Sub Inspectors, Head Constables & Constables through online counselling, draft list of eligible employees for transfer were published on 17-07-2025 and online objections were called.
After verifying objections the final list of eligible employees was published on 23-07-2025. Later as per the schedule, online counselling was conducted for Inspectors and Sub Inspectors of Excise on 24-07-2025 and for Excise Head Constables and Excise Constables on 25-07-2025.
The following category of employees are transferred as per their choice of place in the counselling.
Inspector of Excise – 151, Sub Inspector of Excise – 114, Head Constable – 07 and Constable – 415 Total – 687
As the transfer rules were challenged before Hon’ble High Court, Bengaluru and Hon’ble Karnataka Administrative Tribunal, Bengaluru And Belagavi bench, the transfer list of Inspectors and Sub-Inspectors of Excise will be published subjected to outcome of final judgment. However, the transfer list of Excise Head Constables and Excise Constables will be published as per the schedule.
