Stop Unnecessary Wandering to Sub-Registration Office, Register from Home: Krishna Byregowda

Registration Amendment Bill-2024 introduced by the Minister

Bangalore, Feb. 22: Minister Krishna Byre Gowda announced the introduction of the Registration Amendment Bill-2024, aimed at simplifying the civil service and making the registration process more people-friendly.

Presenting the Registration Amendment Bill-2024 in the Legislative Assembly on Wednesday, he stated, “Two significant amendments have been proposed to alleviate overcrowding in registration offices. Firstly, the bill proposes to enable technical property registration without the physical presence of both the seller and the buyer.”

He continued, “Previously, the mandatory presence of both parties at the Deputy Registrar’s office led to overcrowding and inadequate facilities for the public. To address this issue and reduce unnecessary travel to the Deputy Registrar’s office, technical registration has been facilitated.”

“Citizens can now register their property through trusted entities such as the Karnataka Industrial Area Development Board (KIADB), Karnataka Housing Board, Slum Board, and Nationalized Banks. Minister Krishna Byre Gowda expressed confidence that this model, already successful in Maharashtra, will enhance governance in Karnataka.”

Restrictions on Paper Account Registration:

To prevent illegal activities and revenue loss in the registration process, Minister Krishna Byregowda highlighted an amendment in the bill aimed at prohibiting paper account registration.

He stated, “Instances of paper account registration have been observed in the city, leading to fraudulent practices. During Siddaramaiah’s tenure as Chief Minister, a reduction in the basic guideline rate resulted in a loss of 400 crores to the government.”

“Despite an inquiry against 28 sub-registrars, no violations were found. Consequently, the source of the problem needs addressing rather than suspending Deputy Registrars.”

“Another amendment in the bill mandates registration only through e-asset accounts verified by the Bangalore Development Authority (BDA), Housing Board, and Cauvery database. This measure aims to curb illegal activities and ensure transparency in the registration process.”

The Registration Amendment Bill-2024 introduces significant reforms to streamline property registration and prevent irregularities. Minister Krishna Byre Gowda emphasized the government’s commitment to ensuring efficient governance and transparency in the registration process.
